
Municipal Incorporation in Maryland
Across the state of Maryland, fewer than 20% of our citizens reside in legitimate municipalities. What this means is that there are communities that are not being provided updated infrastructure development, efficient local services, and a lack of local governance.
Our office is working with the Maryland Municipal League to shine a light on making a positive change to empower our constituents.
In the 2025 Legislative Session, Delegate Johnson was the primary sponsor of HB 768: Municipal Incorporation - County Commissioners or County Council - Required Approval of Referendum Request.
Our work on this issue continues through the interim period.
